Season the beef with salt, pepper, chili powder, cumin, paprika, garlic powder, and onion powder.
Turn Instant Pot to sauté mode and heat olive oil.
Sear the beef on all sides for three to four minutes.
Remove beef and add broth, tomato paste, and lime juice. Scrape the pot bottom.
Return beef to the pot and close the lid.
Cook on high pressure for 60 minutes.
Allow natural pressure release for 25 minutes.
Remove beef and shred using two forks.
Return shredded beef to the sauce and mix.
Serve in tortillas with toppings.
